NGO introduced Sahyogi Scheme to help disabled people

The Sahyogi scheme vehicle plies across Jamshedpur.
Jamshedpur, Aug. 26: Parents Association of Mentally Handicapped of Jamshedpur (PAMHJ) today launched a campaign to popularise the newly introduced Sahyogi scheme in the city.

The campaign aims at roping in caregivers to look after physically and mentally disabled people as well as educating parents of children with disability. The PAMHJ has been selected to train the caregivers in the city.

"We have launched a rath (chariot), which will distribute pamphlets in the city, informing people about the new scheme. The Sahyogi scheme launched by the Union ministry of social justice and empowerment will prove a boon for unemployed and unskilled people, the NGO and parents of children with disability," said P. Babu Rao, the secretary of the PAMHJ.

The caregivers will be given a monthly remuneration and will be specially trained to attend to people with disability, added Rao.

According to him, the service takers will have to pay one–time fee of Rs 1,000 to the PAMHJ for hiring a caregiver. The caregiver will get a salary depending on his or her training and amount of work done at the assigned place.

National Trust under the Union ministry of social justice and empowerment has already provided a fund of over Rs 2 lakh for starting the project. The NGO is set to earn a steady income after the scheme comes into effect.

The training for first batch of 20 caregivers who are already working at the city–based Cheshire Home is slated to begin from September 1. Pamphlets for the campaign contain information on the scheme and how to become a caregiver with the NGO.

Students held for ragging deaf student

Thiruvananthapuram: Police in Kerala have arrested seven students for ragging a deaf student who suffered severe injuries. Nanda Kishore, 23, a first year computer engineering student of the Thriprayar Sri Rama Government Polytechnic in Thrissur district was subjected to physical abuse in the college hostel on Thursday night. The student could not complain to the authorities immediately because of handicap. He was admitted to hospital a day later when his mother came to visit him and saw the bruises.

The college authorities suspended 10 senior students, including a leader of the Students Federation of India (SFI). The SFI, controlled by the ruling Communist Party of India (Marxist), also expelled the students from the union.

According to the mother, Kishore was roughed up around 10pm on Thursday, a day after he joined the institute under a quota for disabled people.

Kishore told his parents the senior students stripped and tortured him. Kishore, hearing impaired since birth, was admitted to hospital. The mother alleged the college authorities were trying to hush up the case as some of the accused belonged to the SFI.

Students belonging to the rival Kerala Students Union (KSU), the Congress Party's student wing, staged a protest outside the college demanding the arrest of the principal.

KSU leaders also alleged the principal abused the victim's mother when she came to lodge her complaint.

District and Sessions Judge B Kemal Pasha has asked the police to register a case against the principal.

"There will be stringent action against the offenders. The district administration, judiciary and the police should work in tandem to wipe out ragging from colleges," he said.

A student of Allahabad University has complained that he was forced to take off his trousers, smoke and carry his slippers on his head by his seniors on the campus, an official said yesterday. He said he was also beaten during the ragging.

"A student of BA first year has accused some senior inmates of Kali Prasad Hostel of ragging him on the pretext of being introduced to him, " university's chief proctor Jata Shankar said.

"The student has registered a written compliant with the university authorities. We have initiated an inquiry. If the senior students are found guilty, stern action would be taken against them," Shankar said. According to the victim, he was ragged on Sunday by a group of senior inmates of the hostel. The student has alleged his seniors forced him to smoke and perform " objectionable acts" and the ragging continued for nearly an hour.

Parliament to become disabled friendly soon: Meira Kumar

26 Aug: India's Parliament will soon become disabled friendly, Lok Sabha Speaker Meira Kumar said Wednesday.

'I have given instructions to the parliament secretariat to make the house disabled–friendly and barrier free soon. I have also asked the parliament to purchase things made by the disabled people for use in the house,' Kumar said during an interaction with women journalists here.

Activists working for disabled people have been demanding for long to make the house accessible to disabled people.

India is home to 60 million disabled people. Of them, 48 percent are visually impaired, 28 percent are movement impaired, 14 percent are mentally disabled and 10 percent are hearing and speech impaired, according to 'People with Disabilities in India: From Commitments to Outcomes,' a report prepared by World Bank in collaboration with the Indian Ministry of Social Justice and Empowerment.

'Making the historic Sansad Bhavan (Parliament House) accessible to persons with disabilities will go a long way to help disabled population get access to public space without any barriers,' K.R. Rajendra, regional representative of Leonard Cheshire Disability (LCD), told IANS.

'Leave alone the old buildings, even the newly constructed ones do not have any provisions for disabled people,' said Javed Abidi, convenor of the Disabled Rights Group. 'The parliament building is a heritage site for all Indians and if it is turned into a disabled friendly zone, then we can hope that rest of the buildings and public spaces in India will turn accessible to the disabled,' Abidi told.

The parliament house is a circular building designed by British architects Sir Edwin Lutyens and Sir Herbert Baker in 1912.

The rights activists said besides making the entire parliament building a barrier free zone for the disabled, there should be reserved parking and drop–off area for their vehicles, within 20 metres of its entrance.

The area should be marked with symbols and a system should be put in place to ensure that others do not use the reserved parking space, activists say.

'An information board carrying details of these facilities must be set up at the entrance to the building itself, with appropriate signposts installed at various points inside the parliament house to help physically disabled visitors,' said Rajendra.

Introduction of Braille symbols, first hand help, ramps, railings, lifts and accessible toilets are the other provisions which the activists believe should be put at parliament house to make it a disabled friendly zone.

Disabled people put demands before welfare officer

KANPUR, 25 Aug: Indian Handicapped Association on Tuesday handed over a memorandum to district Disability welfare officer and drew his attention towards discrepancy in pension and other schemes for disabled persons.

In the memorandum, the association claimed that in several cases disabled people get pension only once and thereafter they do not receive any pension. A list of such complainants was also presented.

The police have taken no action in this regard. The association alleged that application forms of disabled people who had applied for a residential house under Kanshi Ram Urban Housing Scheme were not considered. Therefore, their applications should be reconsidered for the allotment of houses.

Emphasising on the need for financial assistance, the memorandum also demands that loans should be provided to all those handicapped who wish to open their own shops. Moreover, funds should also be given for organ transplantation of disabled people.

Virendra Kumar, national president of the Indian Handicapped Association said, "All the handicapped people should be provided with loans, residential houses and regular pensions. If our demands are not met then we would stage a dharna at the district Handicapped Welfare Office.''

49 new polio cases in Bihar

Patna, Aug 24: As many as 49 new cases of polio have been detected in Bihar in the past seven months despite immunisation drives, a health department official said Monday.

The new figures were revealed by a new polio status report released by the Indian National Polio Plus Committee Rotary International here.

"Of the 236 cases reported in India this year, 181 cases were detected in Uttar Pradesh, 49 in Bihar, four in Delhi and one each in Rajasthan and Uttarakhand," said Anil Kumar Singh, a health official.

This spells bad news for the ongoing battle against polio in Bihar, which has been recording the second highest incidence of the disease in India for the last few year after neighbouring Uttar Pradesh.

A Unicef official said that of the 49 polio cases, 16 are of the highly infectious polio strain virus P1 and the remaining are P3 strain cases.

"The detection of new P1 cases is a matter of serious concern," he added.

Bihar recorded over 300 new polio cases in 2008, one of the highest since the polio immunisation drive was launched in the state nearly a decade ago, an official had said. The state recorded 61 polio cases in 2006 and 193 cases in 2007.
